Instead, the affected layers are removed using a milling machine and then replaced with a new hot mix.
Pavement Height and Drainage
Another solution to restore a surface is to use an overlay. Because this is a new layer that is applied to the pre-existing asphalt, each time this is done it increases the height of the pavement. Very similar to repainting the walls in your home. If you do it enough times, you will have to chip the old paint off beforehand.
